Searching for "Jlich" or "Julich" only finds:
http://nominatim.openstreetmap.org/?q=Julich

but not:
http://nominatim.openstreetmap.org/details.php?place_id=49996543

Name: Jlich, Stadt (name)
Type: boundary:adminitrative
Admin Level: 8
Rank: City
Coverage: Polygon

Unless, one uses "Search for more results".

Searching for "Jlich, Stadt" (w/ and w/o quotes) does not help either, but restricts the results to place=town.

IMO this is the result of broken data.

The name of the admin boundary is 'Jlich'. Calling it 'Jlich, Stadt' is tagging for renderer and as a result breaks other uses of the data.
