Hi, as I can see Potlatch has an option to choose custom layers for mapping. There are some layers available that new users don't know that exist, so:
1- I think will be great if we have an option to register links of custom layers.
2- When users browse the map will show the available layers of the area being browsed, so they could choose which one they will use to start mapping.
3-Admins or by vote (don't know), could have an option to choose the standard layer of a specific area (if has more than one layer for the same area)

Potlatch 2 will ultimately do this. No plans to do it in Potlatch 1.

Nothing involving the word "vote" will ever make it anywhere near Potlatch. :)
