The server should provide a more specific error message when the client exceeds the 50k limit

When a client posts the 50k+1th node to a changeset the server will give this error:

The changeset 3003 was closed at Thu Jan 14 13:03:26 UTC 2010

JOSM e.g. parses this saying "by this the server probably means that...".

Instead the server should give a more specific error message like:

You tried to upload 1000 nodes to a changeset which already had 49500, the changeset limit on this server is 50000

The error message is also wrong in most cases, the server says the changeset is closed but in fact it's probably not, the server has just rejected a osmDiff upload that would send it over the limit, but it's not there yet.

Actually not a bad idea. I'm suspecting that too many clients parse this error string by now and would be confused by a different error message.
