building=no should not render as a building. (There are currently 293 uses of the tag worldwide: http://tagstat.hypercube.telascience.org/tagvaluedetails.php?tag=building&value=no )

Just to add, this should probably over-ride any implied building rendering (assuming there are some tags that imply a building?)
