[admin] don't render high(local) administrative borders on coastlines #2670

don't render adminlevel 8 boundaries if the coincede with coastlines.

I support this feature request.
For example http://www.openstreetmap.org/?lat=58.9447&lon=23.506&zoom=14&layers=B000FTF looks quite odd.

The coastline to the left is member of a two relations (one with admin_level=8 and one admin_level=9) and rendered correctly.
The town itself only has a relation with admin_level=8 and the coastline is member of only one relation.

If you don't want a boundary rendered at the coastline, then don't put one there in the data. :)

However, I notice that has already been fixed at your example link.
