I am not sure if osmarender could handle that logic.Any way, patches are welcome to implement this.

You might try "boundary=maritime" instead of "boundary=administrative", at least for the portion of the boundary that's on coastline or over water. If that's wrong, then what is "boundary=maritime" for anyway?

Could you point me to a spot where I can see that in action? I think I know how to solve this but I need some test case.
