landuse=reservoir is only shown on z10 and higher. When zooming out to z9 it disappears, but it's still a close enough zoom that you can notice.
Many reservoirs are large and aren't lakes formally, so they haven't tag natural=water (example - largest reservoirs located on Volga river in Russia) and on other side some reservoirs aren't part of river, but are large enough (example - Blessington Lake in Ireland).
I'd argue that landuse=reservoir should be shown at the same zoom levels as natural=water.

p.s. maybe ticket http://trac.openstreetmap.org/ticket/1688 will help solve same problem for large rivers with tag waterway=riverbank.
