American mappers usually don't use the tracktype tag, but the surface tag in order to display the character of a track. It would be too complicated to ask each of them to use the tracktype tag, so it would be easier to display tracks according to their surface:
paved=grade1
gravel=grade2
dirt=grade3
earth=grade4
grass=grade5
If American mappers see that surface is used for rendering, they might be willing to be more precise with mapping tracks.
Other solutions don't seem to be appropriate:
writing a personal message to each American mapper is too exhausting
editing all tracks in the United States manually is a little bit too much work for me
It is easier to change a renderer that to teach some thousand American mappers to use a specific tag.

I think rendering it likes this would suggest that there exists a one-to-one correspondence between surface and track types, which is not the case. I therefore think we shouldn't render it like you proposed. If the Americans don't want to add tracktypes, no problem - we just use the standard rendering.

This is not a technical, but a human problem which concerns tracks in the United States. One typical example can be found here in the Napa valley:
