Is it possible to render different raster maps for users with different UI languages using tags 'name:<language_code>' and using tag 'name' (without suffix) as fallback?

While technically feasible, I don't think this will make it as a core competency within the OSM infrastructure. But I'm happy to point you to Wikimedia, which is working on multilingual maps for integration into Wikipedia.

You can get an idea of their multilingual maps here: http://cassini.toolserver.org/tile-browse/ and an example for French: http://cassini.toolserver.org/tile-browse/browse-fr.html
