i really like the rectangle creation tool, but i'd like to suggest a new way to implement it:
the first click should define the center of the rectangle.
the second click should define hte location of one (random) edge: in this way, when i move the mouse cursor, the rectangle could grow or become smaller, and rotated all together.
the third click accepts the location of the edge and freeze the location, size and rotation of the rectangle.
in fact, this is the same behavior of the roundabout creation tool..

Firstly, in case you don't know, pressing SHIFT when drawing a rectangle/polygon allows you to rotate/scale the feature on-the-fly.
Secondly, for rectangles/polygons, it was like you described, i.e. select the middle of the figure, then expand. I changed it because it obliged you to find the exact center of the rectangle to be able to draw it it one pass.
Today, you select one corner, press SHIFT to rotate/scale to the opposite corner, and voil!
