This occured while trying to remove a way that looked like it was created in error from a POI. (Two node way unconnected from the rest of the map, one of the nodes tagged, no tags on the way.)

To reproduce:
In "Edit With Save" mode.
Find a suitable two-node way unconnected from the rest of the map.
Delete one node. This should remove that node and the way, leaving the other node.
Click Save.
Potlatch reports "Nothing to Upload".
