The translatewiki stuff its imported in some kind of automated way at regular intervals. That works ok for normal Potlatch translation but for the help it uses an API call to get the translated help.
Only when the server is restarted the call is made, so there is a random long delay between the translation and showing into the main site.

The potlatch help localisations are only manually synced from translatewiki to OSM, as there is some "tedious manual labour involved in getting this help page into the correct translatewiki.net page and subsequently into Potlatch"

The help files were syncronized about a week ago last, and before then in December. So those synchronizations are unfortunately very seldom. This is an issue that translatewiki needs to fix and they are aware of it, so hopefully it will be fixed at some point.
