First, I'll say that there's no clear real-world line between tram and light_rail, so they should be rendered similarly (which they are). One of the few places with justifiable usage of both is Portland, Oregon: http://www.openstreetmap.org/?lat=45.5158&lon=-122.6727&zoom=14&layers=B000FTF. You can see that at some zooms tram is thinner than light_rail (which makes sense).
That said, there are some issues. This may not be an exhaustive list, but I've noticed:
[[BR]] Street-running segments of light_rail, in other words ways tagged highway= and rail=light_rail, are only rendered as highway.
[[BR]]
*Tram bridges, in other words ways tagged railway=tram and bridge=yes, are not rendered as bridges.
[[BR]]
Both of these cases are rendered properly if the other railway tag is used, which has led some people (myself included, sadly) to tag for the renderer, taking advantage of the fact that there is no clear line between tram and light_rail.
