At the moment Mapnik draws "24;26" inside the label 'bubble'. I think it should draw two bubbles, close to each other, each one containing one of the semicolon-seperated refs.
i.e.
Current: =======(24;26)======
Proposed: =======(24)==(26)====
I hope you agree this enhancement is worthwhile.

It is a worthwhile enhancement, but this has been difficult to do with mapnik in the past. I'll have to see whether something has changed in this respect.

I think that if a road has multiple refs then Mapnik should draw each ref as an individual 'bubble'.
For example, this road has two refs:

It is highway 24 and highway 26. The road references are concatenated as described here:
http://wiki.openstreetmap.org/wiki/FAQ#What_shall_I_do_for_roads_that_have_multiple_values_for_a_tag.3F
