If the key=>value are correct for the way:
http://www.openstreetmap.org/browse/way/58742001

boundary=national_park / leisure=nature_reserver background color should be drawn below surface=water or with alpha (transparent) to be able to see lakes...

the border color should be draw over the water.

You can see the problem here:

The dashed green border for boundary=national_park is correctly rendered above the water. The green fill comes from leisure=nature_reserve which I though was meant for small patches of nature under special protection and NOT whole national parks.

I found an example of a national_park with leisure=nature_reserve.
Lakes are above the green fill.

"and NOT whole national parks." Yes, indeed ...

I don't saw this ticket, but I changed rendering of leisure=nature_reserve short time ago, because filling it hides landuses (forest/water/...) for example: http://www.informationfreeway.org/?lat=49.046&lon=8.51183&zoom=15 Just now you may see old/new rendering at the bottom
