a default rendering order needs to be established. At the moment, rivers and streams through parks are obscured by the park.

I've noticed a regression on this bug. Previously the layering didn't seem too bad, but now...

Parking areas overlap roads, labels, etc:

This has been fixed so far as I can see, though there may be more layering errors.
