I noticed recently that "amenity=biergarten" is not rendered in the main OpenStreetMap web page; this kind of amenity is almost as popular in Germany as a pub would be in the UK, so I reported it to the Mapnik forum, and they correctly pointed out that this is not an issue with Mapnik itself, rather with the rendering rules for OSM.
I have searched on this web site, and the only ticket relating to "biergarten" is the following entry from three years ago:

which basically deals with renaming of "beergarden" to "biergarten". I can see that icons already exist for "biergarten", e.g.

I'm not sure who your question is directed at, but from my point of view, I think that's definitely an option. There are, as I already mentioned, already icons for "biergarten", so you could also use those.
Whatever the decision, I think it would be useful to render something - if for no other reason than to avoid people tagging a Biergarten with the wrong information (e.g. as a restaurant).
