I would like to see nodes tagged as railway=buffer_stop on mapnik to be rendered distinct from a railway without a buffer_stop at the end of the way. A simple suggestion would simply be to add a short perpendicular line at the end of the way, ie. ----| signifying a buffer stop. This mark could even be set to only be visible at higher zoom levels so as not to clutter the map when lines around stations or yards have numerous buffer_stops in close proximity at lower zoom levels.
This also makes it easier to see what lines are properly terminated and which end simply because they havent been mapped yet.

Rotating a symbol to align to a way is currently not possible, but is being talked about for a next version of the mapnik rendering software. However, that is far into the future at this point.
