When you click on the download link for a GPX file, it is downloaded with a filename like 752979.gpx. Since the OSM database knows the original filename used to upload, that could be used for download too.

It could, but I'm not sure it's very helpful as the filename used by the person that uploaded it may not have any meaning to the person downloading it.
One reason why we don't use the original name is that the format may have been changed, so the original extension may no longer make sense. Likewise if you download a number of files the current system guarantees that each has a unique name.
