In the UK at least, cycles are not permitted to travel against the flow of traffic in any given lane. I've seen cycle routes from Gosmore that go the wrong way along oneway=yes ways, including roundabouts!
It's fine for pedestrians, where pavements can be assumed along the ways -- it is no good for cyclists.
