Allow +/- and arrow keys to move the map around. Suggested by Tollef Fog Heen

This patch in combination with a newer openlayers version or a openlayers version with OpenLayers.Control.KeyboardDefaults included will add keyboard control to the main slippy map at openstreetmap.org. See also http://dev.openlayers.org/docs/files/OpenLayers/Control/KeyboardDefaults-js.html

See case #1132 for why we don't have keyboard control enabled.
