I've just run into a case where I had a changeset uploading. Then another user deleted the newly created nodes, while the changeset was still uploading. So when my changeset reached the creation of ways/relations, the upload started to fail.
It would be nice if we had a check out type system that would notify other uses that an area is currently being worked on. Not necessaries a block, just a notification before a new changeset goes into an area, that a user has flagged.
