Since construction = yes can be applied without changing any additional tags. It should at least be a rendering option with the same functionality as highway=construction construction=something.
Next to that highway=construction construction=cycleway basically won't render at all.

I think tags like highway=XXX, construction=yes should not be used. Such tagging would force all data consumers to always check for the absence of a construction=yes tag. Tagging as highway=construction and construction=cycleway, or even highway:construction=cycleway, avoid this problem. I think therefore that we shouldn't render this item, and will close the request.
