Pretty simple. The option for selecting the Priority for a problem posted here as "normal" isn't available. You're able to select "normal" over at JOSM's tracker, but you can't here.

So we've chosen to have different priorities. Why is this a problem?

Well, some things aren't "minor", but aren't "major" either. Thus, I would think Normal would be for the stuff in-between.

Well sure, we could create an infinite number of values. It's all pretty meaningless anyway, and has essentially zero effect on anything.
