Johnson Avenue here is tagged oneway=yes oneway:bicycle=no, yet the oneway arrow still appears: http://www.openstreetmap.org/?lat=28.03305&lon=-81.95036&zoom=16&layers=C

You should use the cycleway=opposite tag, as documented on the wiki.

That removes the information that there's a bike lane in both directions.
