Default Speed Limits in Potlatch 2 missing a key default SL #3361

I've just taken a look at the default speed limits that you can select from in Potlatch 2 and noticed that one very key MPH default is missing. There should be a default one for 25 MPH as it's the most common Speed Limit that you can find here in the US on residential streets.

Now, if you don't want to add any, then you should remove the 5 MPH one so you can add 25 MPH as a default since I have VERY RARELY seen anything posted 5 MPH. In fact, the only times I've seen a 5 MPH sign is Toll Booths.

After I see you have added the American speed limits, may I ask for some more German ones to be included too... ;-)

According to http://taginfo.openstreetmap.de/keys/maxspeed#values form the top 10 most commonly used speed singes, the "30", "40", "70", "80", "120" values are still missing in the presets. I am not sure if it is getting to cluttered, but at least "30" would be nice to be included, as it is by far the most common of the missing. From my point of view, it isn't high priority though, I just thought I'd mention it.

Added the requested speed limits for both US (based on discussions elsewhere, [24564] ) and kmh values from here [24610]. Also thanks to the taginfo link, I've inserted spaces before units when tagging mph since it's the most common practice [24611]
