http://www.openstreetmap.org/browse/way/29883542 is tagged landuse=reservoir. This is correct; it contains a reservoir, and the rest of the land is used to support the reservoir. Just as landuse=residential doesn't include only the areas where houses are, but also includes yards and such, landuse=reservoir doesn't include only the areas with water.

I think landuse=reservoir is a very confusing rendering. I would prefer therefore not to render it.
