Currently, any changeset which overlaps a user defined changeset rss bbox shows in the that feed. What this means is that global changesets in which a few changes scattered around the world show up in a changeset feed for a particular urban area, even if none of the changes actually took place within that urban area.
Please changes the rss bbox changeset feed to reflect changes which actually took place within that user-defined bbox.
