When you zoom from level 15 -> 16 -> 17 on the main map layer (mapnik) the roads tagged highway=service go from small, to big, to small compared to the other roads (specifically compared to highway=residential, which is the most common place to find service roads). The layer 16 size should be made smaller so it agrees with the zoom 15 and 17 proportions.
