The major functions on the website are:

View/Edit/Upload
(aka Consume/Create/Contribute)

The website should reflect this. Here's [http://www.openstreetmap.org/temp/osm-design.pdf a pdf of a sketch] showing how I think it should look.

I suggest:

removing the disabled radio buttons

adding a news feed

adding an image of the map

Also, maybe parts of this could move to an earlier milestone (split into many bugs).

View/Edit/Upload are now the main functions of the new slippy map. I therefore boldly close this bug as fixed. Please reopen, if you disagree.
