"the advanced tag panel can become "stuck". In other words, it's possible for a set of tags to stay there, even though you select a different entity with a new set of tags. Haven't worked out how to reproduce it yet but it's happened to me a couple of times."

This regularly happens to me.
I don't know any specific steps to reproduce it. However I can tell you how I recover from it - by temporarily adding a new tag, which seems to force the advanced tag panel to rewrite, then deleting the new tag again.
