force update is disabled for now. The data should be recent enough.

The details page http://nominatim.openstreetmap.org/details.php is working on the osm server. However, as the topic is force update, and force update is not available due performance issues, I set the ticket to wontfix. The idea is that nominatim will not need forced updates by keeping the database recent enough.
