So on the forum we agreed that the best way for tagging should be highway=residential bicycle=designated. The weird thing is that if you also add the tag cycleway=cyclestreet the combination of the 2 tags makes osmarender render it with the wide of a road but the colour green (that's exactly what you want, especially because the parts where cars are allowed are usually short and the rest is a cycleway. But only the combination of the 2. (for an example look here: http://www.openstreetmap.org/?lat=52.01219&lon=5.17956&zoom=17&layers=O
But we aren't tagging for the renderer and the tag bicycle=designated has already all the information, so the extra tag shouldn't be needed.
So i would like to see that just the tag bicycle=designated would make a road green, and the extra tag cycleway=cyclestreet is no longer needed.

In the Netherlands so called fietsstraten (bicycle streets) are coming up. Created by municipality's they have no official status, and officially they are roads for cars. Municipality's place a sign over there with "Car's are guest" on it. They really look like cycleway's but it's officially a road.
