[water] Mapnik does not render intermittent waterways in accordance with the wiki #3681

There is an approved proposal for key intermittent=yes applicable to waterways:

Please add rendering of intermittent waterways as dashed blue line. Here's an intermittent stream for your testing:

A: There would need to be support for areas, such as seasonal basins or ponds. They could be rendered with a dashed outline, similar to the dashed line for ways.
