address with "type=street" relation seems not handled #3691

as per http://svn.openstreetmap.org/applications/utils/export/osm2pgsql/output-gazetteer.c no relation type=street is handled.

relation type=street is used near 10k times (http://taginfo.openstreetmap.de/tags/type=street#wiki) and type=relatedStreet - only 3k times (http://taginfo.openstreetmap.de/search?q=relatedStreet#values)

I think, the right place to make improvment is http://svn.openstreetmap.org/applications/utils/nominatim/sql/functions.sql

Only associatedStreet relation is processed there.
