Users who have not either accepted or declined the new license cannot log in to trac, and do not receive a meaningful error message if they try.
Since trac is completely independent of the data relicensing question, these two issues should ideally be kept separate. I have heard from two users who say they wanted to think about the relicensing stuff but were forced to make a choice in order to continue working on trac tickets. Both chose "decline" (because, contrary to "accept", "decline" is the reversible choice and thus better suited for someone who still wants to make up their mind).
