Of course, you are likely to have an example area you could share with us?

Is everyone using this key aware of how and what to tag? E.g. whether the water area is excluded or not.

Here are a couple of examples:

The http://wiki.openstreetmap.org/wiki/Harbour page is quite clear that only the land area is to be tagged. I've had a cursory look using a XAPI query and it looks like most people are using the tag as expected.
