Reverse search order does not handle country name correctly #3749

Germany, 97816 Lohr a. Main, Valentin-Peter-Strae and Steinweg are not found in the search of OSM althoug displayed in OSM. Search was succesful up to Dec. 2010.

Germany, 97816 Lohr a. Main, Valentin-Peter-Strae and Steinweg are not found in the search of OSM althoug displayed in OSM. Search was successful up to Dec. 2010.

both streets, crossing (50.0041255 9.6051235) are tagged as relations (associatedStreet) with housenumbers. The other streets nearby, tagged in the same way, are found by nominatim.
Special: Mhlenstrae (parallel to Valentin-Peter-Strae)
Searching for existing housenumber 8 of Mhlenstrae, the pointer shows to Valentin-Peter-Strae 8.
Searching for non existing Mhlenstrae 8a, pointer shows to Valentin-Peter-Str. 8a
Searching for existing Mhlenstrae 10 pointer shows to Mhlenstrae 10 (correct)
Searching for non existing Mhlenstrae 10a, pointer shows to Valentin-Peter-Strae 10a.

If reverse search order is enabled, country names at the beginning of the search string should not be penalized.
