Assuming you mean foot=yes (not footway=yes). The behaviour seems consistent to me. Normally, people don't mark foot=yes as it's redundant, and there's really no need for a redundant drop down box on the Basic tab. "This is a footpath, and pedestrians are...allowed!"

Really? (Over a million in use). Then why does P2 add it under Walking>Pedestrian>Allowed?

It's the same for Designated etc. It's inconsistent to display it to allow only the amending of an existing tag but not adding new ones.

I mean, it's redundant to tag foot=yes and highway=footway, because highway=footway implies the latter (or rather, it implies highway=designated). See http://wiki.openstreetmap.org/wiki/OSM_tags_for_routing/Access-Restrictions

Yep. Potlatch 2 is inconsistent. OSM tags are inconsistent. The current arrangement lets you express most situations. It could probably be improved further.

I'm not sure if you're just unfamiliar with how PL2 works (dropdowns appear on the Basic tab either if they're set to always appear there, or if the value that they set happens to be set for the given object) or you have a particular change in mind.

But a footpath that is not accessible to the general public is the exception rather than the rule, and that's why the dropdown box doesn't appear on the Basic tab, and why it does appear on the Pedestrian tab. Thanks for helping confirm that the current situation is probably right. :)
