[Submitted to the original trac issue database at 8.49am, Monday, 6th June 2011]

Look at "http://www.openstreetmap.org/?lat=41.54533&lon=2.41419&zoom=18&layers=M".
Service way which connects to the area inside the loop is labeled as "layer=-1" and "tunnel=yes", and motorway_link way is labeled as "layer=0".
Tunnel dashes are correctly rendered, but service is over motorway_link when it should be under.
