Flash doesn't allow you to do anything with the right mouse button other than add new items to the contextual menu.
A better solution would be to slightly modify P2's click-and-drag behaviour so that it only moves items if they're already selected. There's already a ticket for this (can't remember which).
Don't forget you can change the map style to 'Network' to make landuse features less obtrusive.

Especially in areas with landuse, it becomes very hard to left click and pan the viewport, without accidentally moving a feature.
Could we have a mode where the right button pans the map, ala JOSM?
Or at least CTRL/ALT/SHIFT drag is required?
