Mouse wheel zoom uses mousewheel.withnokey.numlines in Firefox #3817

I think the bug is best described with an example: If I set the Firefox setting mousewheel.withnokey.numlines to 8 and mousewheel.withnokey.sysnumlines to false, the zoom level changes three steps for each mouse wheel "snap". If I set it to 1, the wheel doesn't do anything.

I think the correct behaviour would be to change one zoom level per each "snap" on the mouse wheel, regardless of that setting.

I am not sure if this is an OSM bug, but the behaviour on other sites (Google Maps, Open Route Service, ...) is correct.

Firefox version 4.0.1.

We just use the standard OpenLayers mouse controls so any issue here is one that would need to be addressed upstream in the OpenLayers bug tracker.
