Could you clarify what exactly in the current map makes you believe that it renders that way as an area? Especially because that way isn't rendered at all, except for the label along the way.

Try http://www.openstreetmap.org/browse/way/117964186 original taged with waterway=canal + area=no. As alternative you may try this combination yourself.

It must be me, but I really don't see a problem here.

Adding area=no forces a way to be handled as linear in osm2pgsql. That's hardcoded.
