Hi,

I had to make some changes to mod_tile to compile on debian unstable.
*use mapnik package from the archives (rather than a locally compiled one)
*depend on libicu
*make install actually install to debian directory

my changes are andrewharvey/mod_tile@f238ef9

I didn't want to commit this straight into svn as I'm not very confident (don't have much experience) and I don't want to break something else in the process, so please leave your comments and either merge or please give some reasons for not merging. Thank you.
