Due to the limitations of tools, it's tricky to get landuse areas right up against one another. In Mapnik this leaves gaps, for example at the bottom right of this tile:

I suggest you get better tools, then.
Arbitrarily expanding areas like you propose sounds like a really bad idea. Where people actually did get them right next to each other, they will then overlap.

One simple way to get around this would be to expand the size of the areas by 5m or so, since it's not that hard to get them within 10m of each other.
