[admin] Administrative borders are too bold

Administrative borders are too bold, they are overbeating almost all other objects in the map.

Look at this area overfilled with borders:

This issue even enlarges when the map is viewed in impaired visibility environments (mobile phones, purblind, printed map - especially black and white).

Administrative borders probably should stay in map, but they should be made as thin as possible and also not-to-be confused with highways.

I second this. It is somewhat related to my ticket called "Hide administrative boundaries in default mapnik layer" (see I think this problem may vary depending on location, but Czech Republic is extremely bad on it - probably because we have admin boundaries heavily mapped (probably thanks to CUZK). The fact the borders are mapped is OK but the current way of displaying in Mapnik layer is just very, very disturbing.

I believe hiding them is the wrong decision.

As long as you also tag the constituent ways of boundary relations with admin_level=* and boundary=administrative, it could be fixed by dropping the rendering of the relations themselves.

Unless somebody comes up with a clever and workable method of handling this during the import and diffs stages, I believe this would be the only way forward in making boundaries uniform and less in-your-face everywhere on the map in one fell swoop.
