Way tagged as highway=pedestrian, foot=designated is avoided for routing even with foot selected as transport type. Example can be seen here http://www.yournavigation.org/?flat=49.199837670504&flon=16.575613193098&tlat=49.200517680987&tlon=16.576267652098&v=foot&fast=0&layer=mapnik
The navigation should form a straight connection.
The way in question: http://www.openstreetmap.org/browse/way/118852654
