There is no accessible, functioning dev/test environment for the current API, and thereby no reliable or efficient manner to troubleshoot or fix any problems in the live code.

dev.openstreetmap.org is meant to function as this, but it is broken for running 0.3 code. after some debugging and plenty work from Nick Hill, it's down to a couple of immediately visible errors:

...some sort of shared-ruby error? and this one, seemingly auth-related:
