Search should know that ; is used in tag value separator with "is_in", along with ,

Nominatim should show that, for example when searching with just term "Oitti", it's a village in Hausjrvi,Finland

[Added to the original trac issue at 9.01pm, Thursday, 3rd January 2013]

Semikolon is accepted as separator for is_in and Oitti, Hausjrvi is found.

Hausjrvi does not appear in the address for Oitti because it is tagged as admin_level=8 which is considered the same level as Oitti, namely a village.
