Re-classified to "minor/enhancement". I would like to extend the proposal: Let us have a general "capabilities" or "configuration" API call that will not only return the API version(s) supported, but also some interesting configuration options. For example, there's a hard-coded limit to the bounding box size (0.25 degrees squared I think). This limit should also be announced, because editors can then warn users even before they start a download.
